Chen Lei, native of Chongqing, was born in May 1981. He holds a Doctor's degree and is a research fellow. Currently, he is serving as the Vice Chairman of the University Committee of South China Agricultural University on a temporary assignment.

From September 2000 to July 2004, he studied Chemical Engineering and Technology at Guangxi University, obtaining a Bachelor's degree. From July 2004 to October 2011, he successively worked in the Human Resources Office, School of Electrical Engineering, and the Communist Youth League Committee of Guangxi University.From March 2008 to June 2011, he studied Public Administration at Guangxi University and earned a Master's degree. From October 2011 to April 2014, he served as the Deputy Director of the President's Office of Guangxi University. From April 2014 to January 2016, he became Secretary of the Communist Youth League Committee of Guangxi University. From March 2016 to April 2020, he served as Member of Guangxi University Committee, Assistant to the President, Director of the President's Office. (During this period: From September 2014 to December 2017, he studied Law at South China University of Technology and obtained a Doctor's degree.) From April 2020 to June 2023, he served as Member of the Standing Committee of the Univesity Committee and Vice President of Beibu Gulf University (since June 2020). Since June 2023, he has been the Vice Chairman of the University Committee of Beibu Gulf University.

He assists with affairs related to Publicity, United Front work,Student affairs, and Communist Youth League.
